The National Commission that implements state regulation in the field of energy and public services (NKREKU), proposes to increase electricity rates for the population. This is stated in the commission’s presentation, presented at the round table, which was organized by the Verkhovna Rada Committee on Energy and Housing and Public Services.
According to the NKREKU press service, the commission presented its vision of overcoming the problematic situation that has developed in the electrical energy market.
One of the measures proposed before the end of 2020 is to abolish the preferential consumption category of up to 100 kWh for the population (tariff 0.75 UAH without VAT), which will grant 12 billion UAH next year.
In addition, it is proposed within 2 to 5 years to abolish cross-subsidies with the provision of assistance directed at vulnerable categories of consumers. By aligning household rates with rates for non-household consumers, it will be possible to receive another 38 billion UAH per year.
According to NKREKU estimates, the amount of subsidies that non-residential consumers pay the population exceeds 50 billion UAH.
In particular, the weighted average rate for the population is UAH 1.07 per kWh (not including VAT), while commercial consumers pay 1.88 UAH per kWh.
Recall that the price of electricity for the population in recent years has not changed. According to the State Statistics Service, the price of electricity for domestic consumers in the first half of 2019 amounted to 1.25 UAH (including VAT) 1 kWh, which is 5 kopecks more than in the second half of 2018 (UAH 1.20 ). At the same time, the average price for non-residential consumers amounted to 2.24 UAH (VAT included) 1 kWh, which is 5 kopecks more than in the second half of 2018 (2.19 UAH).
As reported by RBC-Ukraine, the population’s debt to pay for housing and communal services at the end of March 2020 amounted to UAH 65.9 billion, including for the supply and distribution of electrical energy – 5.7 billion UAH.
