Only the Cabinet of Ministers of Ukraine can cancel the transition to summer time until March 28. The People’s Deputy of the People’s Servant, Deputy Head of the Verkhovna Rada Economic Development Committee, Roksolana Pidlas, said this in a comment to the GORDON issue.
“The bill was sent for a second reading. This allows 14 days to present amendments. Therefore, we will not have time to vote until March 28, when the arrows move. But the Cabinet of Ministers may be on time before that. The 1996 government decree, which is the basis for changing the clock, can be canceled. If it is done before March 28, there will be no daylight saving time, “said the popular deputy.
If the government does not cancel its resolution, then on March 28, as in previous years, the transition to summer time will take place, said the interlocutor.
“This is not the first time that the parliament after the Cabinet of Ministers completes some things. The Verkhovna Rada turns out to be politically better off. We’ve updated a great nationwide discussion on weather. And this job makes sense. The bill №4201 will remain, will be finalized. We can take him back to the hall and vote. However, it will be necessary to postpone its entry into force. If the legislator decides to stay on winter time, the law will take effect after the fall change of arrows. If the decision to establish daylight savings time is supported, the law can take effect immediately after it is signed, “explained Pidlasa.
He stressed that the discussion continues on how long to stay in parliament.
“The Economic Development Committee agreed with the bill’s sponsors to establish winter hours. When we were preparing the bill for the second reading, we took the opinion of the experts of the metrology service and they pointed out that it is winter that is natural for Ukraine. On March 19, the Verkhovna Rada was unable to pass the bill. №4201, which provided for the cancellation of summer time. In September 2011, Verkhovna Rada canceled the change to winter time, but a month later the parliament canceled its decision.

The legislative initiative was presented by the European Commission. MEPs postponed the entry into force of the law for two years.
