The representatives of the Ukrainian delegation highlighted that the basis for resolving the situation in Donbass is the clear implementation of the joint decisions adopted in the Normandy and Minsk formats, which contain the necessary mechanisms both for the establishment of a comprehensive regime of halt fire as for the arrangement. of the humanitarian and economic situation in the occupied territories, which later became the basis for the implementation of the political part of the agreements.

“But for this, the main condition must be met: the Russian side must take full political responsibility for the agreements that its leaders concluded at the highest international level,” the message says.

The Russians are seen to evade recognition of such responsibility and continue to insist that the Russian Federation is only a mediator in the conflict at the level of Germany, France and the OSCE.

“Furthermore, the security subgroup meeting ended with virtually no result,” the TCG said.

In the humanitarian subgroup, the Russian side once again blocked the issue of opening the checkpoint operation for its part, despite the successful passage of a UN humanitarian aid convoy, which took place on March 1 by the Happiness checkpoint.

“The initiatives proposed by the Head of our delegation L. Kravchuk, which provide us with passenger transport (buses) for the transport of passengers at the Schastye and Zolotoe checkpoints, other technical conditions for the beginning of the stable operation of the Checkpoints leave no arguments for the Russian side that could justify its delay in unlocking the checkpoint work on its part and admitting Ukrainian citizens to administrative services and financial assistance, ”the Ukrainian delegation noted.

Ukrainian negotiators added that the Russian delegation is trying to subordinate all issues (humanitarian, security, economic) to its political goal: to force Ukraine and the OSCE to conduct direct negotiations with representatives of quasi-state puppet formations as plenipotentiaries of one of the parts. to the conflict.

“The Ukrainian side regards such statements as a manifestation of disrespect for the member states of the Normandy format and the international organizations involved in the resolution of the conflict, and as an intention to achieve its own political goals by violating the relevant international agreements,” the statement said.

The TCG thanked the partner states, firstly France and the FRG, as well as the OSCE, who “do not allow the Russian Federation to unilaterally review the Normandy and Minsk agreements.”

“Such attempts will not be successful and will be properly evaluated by the international community. The Russian side is stubbornly following the path of further international isolation,” the Ukrainian delegation emphasized.
