The bills introduced by President Volodymyr Zelensky on the reduction of the powers of the Kiev District Administrative Court (OASK) are intended, among other things, to reduce the number of decisions ordered ad hoc.

This was stated by the representative of the head of state in the Constitutional Court (CCU), deputy of the “Servant of the People” Fyodor Venislavsky on the air of the channel “Ukraine 24”. According to him, the initiative of the guarantor with regard to the judiciary is fully compatible with the Basic Law.

“The actions of the president, who registered the bills in the Verkhovna Rada and initiated their consideration, are fully compatible with the Constitution, as the president has the right to legislative initiative,” he said.

Venislavsky added that these bills must necessarily receive a positive conclusion from the Higher Council of Justice. He believes that there will be no question about how the judiciary reacts to such changes in the jurisdiction of certain categories of cases, as soon as the relevant conclusions are known.

The Popular Deputy stressed that the documents provide for a change in the jurisdiction of certain categories of cases. And in this context, he recalled the scandalous decisions of the Kiev District Administrative Court.

“OASK today has the exclusive right to consider such disputes, and we see that its activities are far from being unambiguously evaluated both by political scientists and by lawyers and society as a whole. The jurisdiction is changing to a higher level, to the jurisdiction of the Supreme Court, which has undergone a qualitative renovation. I think situational and personalized decisions of the Supreme Court should be expected several times less, “Venislavsky explained.

As OBOZREVATEL reported, President Volodymyr Zelenskyy signed the presentation of bills that should restrict the powers of the controversial Kiev District Administrative Court. He noted that already on February 15 these documents will be published on the Verkhovna Rada website.
