After the evacuation of Crimea, the ownership of the Black Sea Fleet is subject to transfer to the ownership of Ukraine. This is detailed in the transitional state policy bill, which the government is preparing.
This was stated in an interview with lb.ua by the Deputy Prime Minister and Minister for the Reintegration of the Temporarily Occupied Territories, Alexei Reznikov.
According to him, the Russian side, after the occupation of the peninsula, terminated the Kharkiv agreements, which, since 2017, extended the stay of the Black Sea Fleet in Crimea for 25 years. At the same time, Ukraine now considers these agreements to have no legal value.
“Article 17 of the Constitution clearly states that foreign military bases cannot be deployed on the territory of Ukraine. Previously, there was an exception for the Russian Black Sea Fleet in the transitional provisions of the Constitution, but in 2019 it was excluded from the text , which means that the Kharkiv agreements are unconstitutional and that all properties, including the Black Sea Fleet, are subject to return or transfer to Ukraine, “Reznikov noted.
We will recall, earlier, the State Investigation Office informed the former President of Ukraine, Viktor Yanukovych, about the suspicion in the case of the Kharkiv agreements. He is charged with treason for extending the stay of the Russian Black Sea Fleet until 2042.
Note that Ukraine is building two naval bases to protect the Black Sea region.
