The Verkhovna Rada passed the presidential bill on democracy through an all-Ukraine referendum at first reading in the summer of 2020.
The bill proposes to submit only one question with answers to a Ukrainian referendum «yes or «No”.
An all-Ukraine referendum is proclaimed on a popular initiative at the request of at least 3 million Ukrainians who have the right to vote. The president announces the referendum by means of his decree.
The document states that it is impossible to submit to a referendum of all Ukraine: these are issues aimed at eliminating the independence of Ukraine, violating state sovereignty and territorial integrity, creating a threat to national security, inciting inter-ethnic, racial enmity and religious. In the Ukrainian referendum, they also cannot consider the issue of taxes, budget, amnesty, as well as those that are under the jurisdiction of law enforcement agencies, the prosecution or the court.
