Members of the UN Academic Virtue Commission “Chernihiv Polytechnic”, which denies the presence of plagiarism in the works of the former rector of a higher education institution, and now Minister of Education and Science Sergei Shkarlet, were caught plagiarizing.

This is stated by a study published on the website “Errors and falsifications in scientific research”.

Thus, in the doctoral thesis of the president of the commission Viktoriya Margasova “Strategy to guarantee the stability of the Ukrainian economy in the face of threats to economic security” they found text loans without references, synonyms and adequate paraphrases in a total of 70 pages.

And in the dissertation of a member of the commission, Alina Pinchuk, who is also an associate professor and director of the university’s educational and scientific institute of economics, they found suspicious and deliberately false publications, as well as numerous academic cross-plagiarism.

Scientists believe that Alina Pinchuk, in her 2020 dissertation “Strategy to ensure the sustainable development of agriculture in the context of the digitization of the Ukrainian economy”, appropriated the text, in particular, the dissertation of the professor of the same university, Tatyana Shestakovskaya. At the same time, Shestakovskaya also has excerpts from an article previously written by Alina Pinchuk in her dissertation.

Scandal with the appointment of Shkarlet: what is known

  • MPs supported Shkarlet’s candidacy for the post of incumbent Minister of Education at a meeting on December 17. The profiling committee did not recommend this appointment the day before.
  • While Shkarlet was writing the oath, part of the audience yelled “Shame” and some loudly applauded.
  • Then the people’s deputies announced their intention to appeal the decision, as there are doubts about the transparency of the vote.
  • Subsequently, students and teachers held a protest action “STOP Shkarlet”, to which the newly appointed minister responded with the phrase: “I do not argue with them. You cannot talk to the radio.”

Sergey Shkarlet: what is known about the new minister

  • Shkarlet was born on October 19, 1972. He studied at the Kiev Polytechnic Institute, specialty “Mathematical support of automation systems”, at the Economic and Financial Institute of the Chernigov Institute of Technology, specialty “Accounting and Auditing”. He also studied at the graduate school of the International University of Science and Technology, specialty – “Entrepreneurship, Management and Marketing”, as well as doctoral studies at the National Aviation University, specialty – “Business Economics and Management”.
  • He was rector of the Chernigov Institute of Information, Business and Law of the International Technical and Scientific University named after the academic Yuri Bugai, as well as rector of the Chernigov National Technological University.
  • On the eve of Shkarlet’s appointment to the ministry in June 2020, members of BP’s profile committee had questions about the presence of plagiarism in his dissertations and “political engagement” due to media reports that he was a member of the Party of Regions in the past.

  • Shkarlet himself later explained that the scientific papers in which the public found plagiarism were written in collaboration with other scientists or only under their editing.
