In Ukraine, on January 1, the law “On the principles of monitoring, reporting and verification of greenhouse gas emissions” came into force. This will make it possible to begin monitoring greenhouse gas emissions from industrial plants.
This was stated by the head of the State Environmental Inspection, Andrei Malyovany.
According to him, this law is an important precondition for the implementation of measures to combat climate change, based on the experience of the European Union.
“It is, in particular, the introduction of a greenhouse gas emissions trading system. For its implementation, it is necessary to create a procedure for monitoring greenhouse gas emissions and reporting. Current law creates in fact the basis for the existence of an MOI system (monitoring, reporting and verification of emissions) “, – said Malyovany.
He added that such a system would allow:
- receive accurate information on the amount of greenhouse gas emissions from production facilities;
- ensuring the control of emissions, being able to limit them;
- introduce a mandatory methodology for calculating greenhouse gas emissions for all facilities from which these emissions are produced.
The State Environmental Inspectorate will verify the data in the emissions reports.
“Within 3 months after the presentation of said documents by company officials, the inspection can initiate an unscheduled verification. During said verification, the accuracy of what is indicated in the reports or plans is verified” said the head of the inspection.
Earlier, President Volodymyr Zelenskyy said that Ukraine’s goal is to achieve carbon neutrality.
