In 2021, some categories of Ukrainians will not need to take a state language knowledge test. This was announced on January 2 on the air of the television channel Ukraine 24 by the Commissioner for the Protection of the State Language Taras Kremen.
The study discussed the entry into force in January 2021 of one of the articles of the law on the functioning of the Ukrainian language as a state language.
“Of course, there will be those categories that will not pass, at least in 2021 (maybe there will be some changes in the law). This applies mainly to the deputies (this is the rule of the law, nothing can be done) and the forces of order “. structures “, – said Flint.
The Ombudsman believes that an official “should not be afraid of his knowledge”.
“Whether or not you pass the exam, I have to say so. It will feel much better than before, when you ‘pass’ the exam, and you can’t connect two words,” he explained.
Kremen pointed out that, first, the exam will be taken by those applying for a position in public administration, as well as those entering citizenship.
On April 25, 2019, the Verkhovna Rada of Ukraine adopted in second reading and generally the bill No. 5670-d to ensure the functioning of the Ukrainian language as a state language, which was supported by 278 deputies. One of the requirements of this law is compulsory knowledge of the Ukrainian language by all civil servants and civil servants. It entered into force in July 2019, but some of its provisions, such as examinations for civil servants, will come into effect later.
On July 7, the Constitutional Court of Ukraine began the consideration of the presentation of 51 people’s deputies on the compliance of this law with the Constitution. The authors of the communication point out that the law does not meet a number of requirements of the Constitution of Ukraine, as it aims to discriminate against Russian and other languages of national minorities. Furthermore, the authors of the communication believe that the law was adopted in violation of constitutional procedure.
