“Forgiving the Blackwater military is a challenge to justice and to the victims of the Nisur Square massacre and their families,” said Elena Aparak, head of the UN working group on the use of mercenaries.
The UN emphasized that by allowing PMC contractors “to act with impunity in armed conflicts,” states will be able to evade their obligations under international humanitarian law.
