Four prisons in Ukraine to be privatized and new pre-trial detention centers built – Malyuska

In 2020, paid cells with better conditions of detention in pre-trial detention centers appeared for the first time in Ukraine, thus eliminating corruption in the distribution of the best cells. On December 30, Ukraine’s Justice Minister Denis Malyuska wrote about this on Facebook.

According to him, the money received from the paid cells, amounting to 2 million UAH, was spent by the ministry to repair the free cells and create the right conditions for the prisoners.

“We have significantly reduced the network of prisons. 12 institutions with the worst detention conditions compared to their counterparts underwent surgery. This allowed us to reduce the number of employees and slightly increase the salaries of those who stayed.began to design a new prison infrastructure: new pre-trial detention centers in Lviv and near Kiev“, – said Malyuska.

Among the failures of 2019, he mentioned the fact that the ministry could not move on to privatizing prisons.

“Numerous bureaucratic obstacles were avoided. But in the end, with the approval of the state budget for 2021, the light appeared at the end of the tunnel: its rules stipulate that the proceeds from the privatization of prisons will be distributed in a 70/30 ratio (70% – to a special fund and , consequently, to new construction, 30% – in total budget income). Although this takes a little time, it still allows to sell prisons under the small privatization procedure, “said the minister.

According to him, in 2021 at least four prisons will be privatized, the construction of new pretrial detention centers will begin, laws will be passed “that will completely change the system of penal sanctions.”



In Ukraine, there are 182 penal institutions and remand centers.

In November 2019, Malyuska announced a massive reduction in the number of prisons in Ukraine. According to him, this will make it possible to use the funds saved to improve the quality of food, life and treatment of prisoners, as well as to increase the salaries of employees of correctional institutions.

In the spring of Ukraine a pilot project was launched to open payment chambers. The largest amount was won by the Kiev remand center. Malyuska announced this on October 5.
