In October 2019, an agreement was signed between the contractor and the Department of Housing and Community Services of the Nikolaev City Council on the revision of the park and the territory of the Admiral Makarov National University of Shipbuilding. The work under this contract was not carried out in full, and its total cost was inflated by more than 200 thousand hryvnia.

During the raids, the police seized official documents, contract contracts, preliminary notes, slab samples and other material evidence. The suspicion of negligence was reported to the head of one of the departments of the Department of Housing and Community Services of the Municipality of Nikolaev.

Investigations for negligence and misappropriation of property are currently underway. Investigative actions continue.
