The National Commission for State Regulation in the Spheres of Energy and Public Services (NEURCU) has increased the rates for heat production for the population, budgetary and religious organizations by 2021 for 23 combined heat and power plants and cogeneration plants.

The corresponding resolution was adopted during the meeting of the regulator.

According to the decree, the largest increase in the tariff for the production of heat for the population occurred for the capital company “Euro-Reconstruction” – by 49.7%, up to 791.4 UAH per Gcal, and the smallest for “Dniprovska CHPP” – by 5.5%, up to 1204.38 UAH per Gcal.

It is observed that the main factors that had a significant impact on the rate change for heat production in 2021 are: a significant decrease in the volume of heat production; growth of average monthly salaries of full-time employees; rising prices of fuels and energy resources; increased costs of natural gas distribution services.

In Ukraine, the price of electricity for the population has not changed since 2017 and is 90 kopecks. for 1 kWh with consumption up to 100 kWh, and above that – 1 UAH 68 kopecks. per kWh.

At the same time, for industrial consumers, electricity prices are set on the basis of market mechanisms and range from 2.5 to 4 UAH per kWh.

Rate increase

  • On June 26, 2020 NEURCU provisionally approved a doubling of the Ukrenergo rate.
  • On August 26, 2020, the European Commission published a report, according to which electricity rates in Ukraine are a third higher than in Europe.
  • On November 26, 2020, the newly appointed and. about. Energy Minister Yuriy Boyko said that he considers one of the important issues in the sector to review the current cross-subsidy mechanism from 2021, according to which the population receives electricity at a preferential price.
  • On December 3, 2020, Ukraine’s Acting Energy Minister Yuriy Boyko announced that Ukraine will increase the “extremely low” electricity tariff for the population.
  • NEURC has also increased the rates for the services of 17 gas distribution companies by an average of 40% since January 2021.
