The president of the Kiev District Administrative Court, Pavel Vovk, received a court summons while attending a holiday organized by former People’s Deputy of the Party of Regions Sergei Kivalov. Vovk has been on the wanted list since August, as he did not show up for questioning and refused to go to NABU.

Detectives from the National Anti-Corruption Office served the President of the Kiev District Administrative Court, Pavel Vovka, who was included in the wanted list, with a summons to the Supreme Anti-Corruption Court. This was reported to the NABU press service on Telegram and a video was posted on YouTube.

The footage shows how the NABU detective walks next to Vovk (his face was blurred, but from the video title it can be understood that it is him) and reads him a summons, according to which he is summoned for questioning at VAKS on 5 January 2021.

The judge himself at this time refuses to accept the subpoena, claims that the NABU employee did not show up and says he “cannot help.”

When Vovk gets into the car, the investigator sends him a summons in the living room. Vovk, in turn, throws the document out of the car and drives off.

The NABU pointed out that the service of the summons took place during a celebration organized by a former deputy of the town, president of one of the law schools, but his name was not given. At this celebration, Vovk was invited.

According to him, the president of the Constitutional Court, Alexander Tupitsky, was also at the celebration.



On July 17, NABU reported that law enforcement officers handed over the suspicions to Vovk and other judges, as well as to the then head of the State Judicial Administration, Zenoviy Kholodnyuk.

The NABU explained that Vovka was charged with part 3 of art. 27, art. 351² (organization of obstruction of the activities of the Higher Council of Justice, the High Qualification Commission of Judges of Ukraine), part 3 of art. 27 h. 2 tbsp. 375 (organization of a deliberately unfair verdict, decision, sentence or ruling by a judge (judges) and Part 2 of art. 376 (interference in the activities of the judiciary) of the Criminal Code of Ukraine.

The suspicions are based on an analysis of the records that were made in the Vovk office and published on July 26, 2019. Later, the prosecutor’s office said that the UASK judges systematically interfered in the activities of the highest Ukrainian authorities. The UASK announced a serious interference in its activities, attempts to pressure the judges and discredit them. Vovk said that the records in the courtroom were a “circus” and that the recordings of the judges’ conversations, made public by law enforcement officers, were falsified.

On August 11, NABU announced Vovk, four OASK judges and two former members of the College of Supreme Qualification Judges on the wanted list, as they did not come forward for questioning.

According to Ukrainska Pravda, Ukraine’s Attorney General Iryna Venediktova signed a submission to the Higher Council of Justice to dismiss several UASC judges (including the president of the Vovk court) on August 14.

On November 3, Vovk was added to the wanted list again. In response to information in the media about the wanted list in the District Administrative Court Kiev He stated that Vovk has been on leave from work since November 2 due to self-isolation due to the COVID-19 coronavirus infection, and stressed that the information about ignoring the summons is not true. Vovk stated that I did not receive a summons.

At the end of November, Vovk announced that he would not go to the National Anti-Corruption Office for questioning.
