The students will launch a protest action “Stop Shkarlet, we will not let education be killed!” December 21, according to the event page.
The students announced a protest in the Office of the President over the appointment of Sergei Shkarlet as Minister of Education. It is scheduled to start on December 21 at 6:00 p.m. This was announced on December 18 by the organizers of the action on the event’s Facebook page.
The motto of the action is “Stop Shkarlet, we will not let you kill education!”, Says the event.
The student parliament of Kyiv’s Taras Shevchenko National University published a separate appeal on its Facebook page against Shkarlet’s appointment.
“We are sincerely convinced that the Minister of Education and Science of Ukraine should not only promote the principles of academic virtue, but also observe them himself,” the message reads.
The day before, the appointment of Shkarlet was supported by the required minimum number of people’s deputies – 226: “Servant of the People” – 171, “Opposition Platform – For Life” – 20, the groups “Dovira” and “By Maybutn “They gave 16 and 12 votes, respectively, seven more – from non-factional deputies; “European Solidarity”, “Batkivshchyna” and “Golos” did not vote. When the results of the vote by factions were displayed on the Rada scoreboard, the parliamentarians began to shout: “What a shame!”
Shkarlet, 48, Doctor of Economics, Professor, Honorary Worker of Science and Technology of Ukraine. In 2010-2020, he was rector of the Chernihiv National Technological University. In 2010 he was elected deputy of the Chernihiv Regional Council of the Party of Regions. In 2015, he again tried to enter the Chernigov Regional Council, this time from the Petro Poroshenko Block, but to no avail.
In June 2020, the Cabinet of Ministers appointed Shkarlet Deputy Minister and Acting Minister of Education.
Immediately after the appointment, Shkarlet was accused of plagiarizing various scientific works. The official himself denied the presence of plagiarism in his works. He stated that “he is not obliged to consult all articles on the Internet” and refers “only to the original source.
On July 1, 40 Ukrainian scientists, including academics from the National Academy of Sciences, opposed the appointment of Shkarlet as acting minister. They noted that Shkarlet was “proven to be a plagiarist” and a violator of the standards of academic virtue.
In September, the Ethics Committee of the National Agency for Quality Assurance in Education concluded that there was plagiarism in three of Shkarlet’s works. In response, the acting minister sued the agency.
December 14, representatives of various educational organizations (in particular, the Union of Rectors of Institutions of Higher Education of Ukraine, the National Academy of Pedagogical Sciences of Ukraine, the Association of Rectors of Pedagogical Universities of Europe) asked the President of Ukraine, Volodymyr Zelensky appoint Shkarlet as Minister of Education… The authors of the appeal believe that Shkarlet has significant management experience and understands the problems of the industry.
The next day, several public organizations that are dedicated to the field of education (“Smart Education”, “SOS Parents”, “Parental Control”, Innovative Education Center “Pro.Svit”, “Re: Osvita” and others), asked not to name Shkarleta by the head of the Ministry of Education permanently. In his opinion, Shkarlet “is not able to support the necessary reforms with concrete actions.”
On December 15, academics of the National Academy of Sciences of Ukraine, professors, doctors and science candidates (more than 300 people in total, the list of signatories is constantly updated) wrote an open letter to the deputies and the head of the Verkhovna Rada, Dmitry Razumkov, in which they urged not to appoint Shkarlet as Minister of Education.
