On the eve of the corresponding parliamentary commission – on education, science and innovation – he did not support the appointment of Shkarlet as minister.
Shkarlet, 48, Doctor of Economics, Professor, Honorary Worker of Science and Technology of Ukraine. In 2010-2020, he was rector of the Chernihiv National Technological University. In 2010 he was elected deputy of the Chernihiv Regional Council of the Party of Regions. In 2015, he again tried to enter the Chernigov Regional Council, this time from the Petro Poroshenko Block, but to no avail.
In June 2020, the Cabinet of Ministers appointed Shkarlet Deputy Minister and Acting Minister of Education.
Immediately after the appointment, Shkarlet was accused of plagiarizing various scientific works. The official himself denied the presence of plagiarism in his works. He stated that “he is not obliged to consult all articles on the Internet” and refers “only to the original source.
At the same time, 40 Ukrainian scientists, including academics from the NAS, opposed the appointment of Shkarlet as acting minister. They noted that Shkarlet was “proven to be a plagiarist” and a violator of the standards of academic virtue.
In September, the Ethics Committee of the National Agency for Quality Assurance in Education concluded that there was plagiarism in three of Shkarlet’s works. In response, the acting minister sued the agency.
December 14, representatives of various educational organizations (in particular, the Union of Rectors of Institutions of Higher Education of Ukraine, the National Academy of Pedagogical Sciences of Ukraine, the Association of Rectors of Pedagogical Universities of Europe) asked the President of Ukraine, Volodymyr Zelensky appoint Shkarlet as Minister of Education… The authors of the appeal believe that Shkarlet has significant management experience and understands the problems of the industry.
The next day, several public organizations that are dedicated to the field of education (“Smart Education”, “SOS Parents”, “Parental Control”, Innovative Education Center “Pro.Svit”, “Re: Osvita” and others), asked not to name Shkarleta by the head of the Ministry of Education permanently. In his opinion, Shkarlet “is not able to support the necessary reforms with concrete actions.”
On December 15, academics of the National Academy of Sciences of Ukraine, professors, doctors and science candidates (more than 250 people in total, the list of signatories is constantly updated) wrote an open letter to the deputies and to the head of Verkhovna Rada, Dmitry Razumkov, in which they urged not to appoint Shkarlet as Minister of Education.
