Two votes were not enough to pass the bill

Previously, the committee on the organization of state power recommended the parliament to pass this law.

A reserve of officials will not be created in Ukraine. The Verkhovna Rada in a plenary session on Wednesday December 16, failed the revised bill No. 3491. Two votes were not enough to pass the document: 224 popular deputies in favor.

“Dear colleagues, the law has been rejected,” President Dmitry Razumkov said after the vote.

Previously, the committee on the organization of state power recommended the parliament to pass this law. He kept the concept and key provisions of the Rada-adopted edition of the law on the introduction of the candidate pool. In the revised version, it was also proposed to restore competitions for civil service and announce competitions for civil service positions.

Let us remember that on July 3, Parliament approved the corresponding bill # 3491 on the creation of a reserve of civil servants in second reading. But at the end of the same month, President Volodymyr Zelenskyy vetoed the bill and returned it to the Rada with his proposals.

At the beginning of September, the popular deputies sent a bill with the proposals of the head of state for its review to the specialized commission.
