In early December, the Kharkiv District Administrative Court decided to reinstate the former Kharkiv commander Berkut Viktor Shapovalov into service. The Interior Ministry complied with the court order: the former Berkut member was reinstated in a unit that no longer exists. This made it possible to immediately fire Shapovalov.

Former Kharkov “Berkut” commander Viktor Shapovalov, reinstated by decision of the Kharkov District Administrative Court earlier this month, was removed from office. The director of the communications department of the Interior Ministry, Artem Shevchenko, told Ukrinform about this.

“Yes. He was reinstated in a unit that does not exist. The court’s decision was carried out, he was reinstated, but there is no such position and unit, he has already been dissolved. And then he was fired – he has nowhere to serve anymore in this unit, this structure no longer exists. ” – Shevchenko explained.

Shapovalov was charged with illegal use of weapons and abuse of power, which had serious consequences. According to the investigation, on February 18, 2014, Berkut’s Kharkiv and Lviv companies on Instytutska Street and Krepostny Lane in Kiev fired on protesters and threw grenades at them with flash noise. Three people were killed by the action of the security forces and 109 more were recognized as victims in the case.

The former commander of the Kharkiv Berkut has been detained since 2015. He did not admit his guilt in the serious consequences caused by the abuse of power or official powers, but in 2016 he pleaded guilty to the part of the accusation, which refers to the illegal handling of weapons , then Shapovalov apologized and gave the names of former colleagues who received cartridges with lead pellets. …

In November 2019, the Kiev Court of Appeal relaxed its restriction measure for night house arrest without wearing an electronic bracelet, the Advocacy Group reported, and he has been on the run ever since. The court made the corresponding decision under the “Savchenko law”, according to which Shapovalov spent “nine years” in the remand center out of a maximum of ten provided for the charges against him.

At the beginning of December this year, the court decided to reinstate Shapovalov in service. However National Police spokesman Yaroslav Trakalo in comments “Ukrainian truth” explained: if the Interior Ministry has to ensure the execution of the court’s decision, it will be carried out, but in such a way that the former Berkut member will not yet work in the National Police.
