The main results a year after the Paris summit in the negotiation process on Donbass are concessions to Moscow, unsuccessful peace initiatives and the hasty consent of President Volodymyr Zelenskyy to elections in the occupied regions without fulfilling security conditions.
Konstantin Eliseev, president of the Center for New Solutions, diplomatic adviser to the fifth president of Petro Poroshenko, wrote about this in the column “Ten lessons from Paris: how should Kiev change course in the dialogue on Donbass” for European Truth.
“As it turned out, for peace in Donbass it is not enough to hold a summit and stop shooting. Moscow, seeing the” window of opportunity “after the presidential elections in Ukraine, is ready to change the” fast world “just for the surrender of Ukraine, “he stressed.
“All strategic decisions on the road to peace in Donbass must be taken in constant and close dialogue with Ukrainian society. It is society that is the security factor that will not allow the Ukrainian authorities to embark on the path of surrender,” emphasized the diplomat. .
In particular, he pointed out that it was the active position of society that blocked the creation of the so-called “CADLO coordination council” at the initiative of Yermak-Kozak.
“Society has become a force capable of controlling that the red lines that were determined before the summit in the Normandy format are not violated by Bankova during the negotiations,” said Eliseev.
Moscow also made it quite clear that the dialogue with the President of Ukraine is interesting for him only from the point of view of the possibility of obtaining further concessions. After the Kremlin was finally convinced that Zelensky was unwilling to violate certain “red lines”, the future course of the peace process will not be determined by the number of new initiatives, not revising the Minsk Accords and not holding the Summit. of Berlin. Ukraine’s internal political agenda will be decisive ”, he is convinced.
According to Eliseev, Moscow will actively work to raise the qualifications of pro-Russian political forces, destroy Western support and discredit Ukraine internationally. A powerful share of control over the media space in Ukraine makes it much easier for the Russian Federation to fulfill that task.
“In this context, the fulfillment of Bankova’s promises to put things in order in the field of information security and stop the pressure on pro-Ukrainian, pro-European forces and the media is of particular importance,” he stressed. the diplomat.
He also highlighted the importance of restoring and prolonging the current anti-corruption and reformist course as a guarantee of maintaining public confidence and strengthening Ukraine’s internal stability, which is a key argument in the dialogue with Moscow.
“President Zelensky, for his part, must finally offer a holistic and well-thought-out strategy for the displacement of Donbass, which will allow to end the chaos, the stage of adventurous and amateur and misleading ideas both to our partners and to Ukrainian society. At the same time, we must prevent such a decision, which, having untied the Donbass knot, would have led to a worsening of the situation throughout Ukraine and the polarization of Ukrainian society, “the diplomat concluded.
