Committee members expressed the hope that the process will be completed quickly, while it has been pending consideration in the Supreme Court for three years.

The Committee of Ministers of the Council of Europe expressed concern about the unfinished investigation into the murder of journalist Georgy Gongadze by Ukraine. This was announced on Thursday, December 3 by “Evropeyskaya Pravda” with reference to the CMCE decision.

“The Committee notes with deep concern that 20 years after the kidnapping and murder of Gongadze, the process has not yet concluded, and no tangible progress has been made or in the completion of the cassation process in the case of Pukach, one of the perpetrators of the murder, nor in the criminal investigation into the incitement and organization of the murder, ”says the CMCE decision.

The CMCE also “urged the authorities to ensure the prompt completion of the investigation” into the incitement and organization of the homicide in accordance with the standards of the Human Rights Convention.

The Committee asked the Ukrainian authorities to provide detailed information on the status and planned timing of the investigation, taking into account, inter alia, the referral of the case to the State Investigation Office.

In the preliminary consideration of this case in November 2019, the CoE Committee of Ministers expressed its disappointment that after 18 years of investigation into the circumstances of the death of journalist Georgy Gongadze, the organizers and instigators of the murder.

Likewise, European politicians drew attention to the general situation with the investigation of murder cases of journalists in the country.

The Committee forced the Ukrainian authorities to use proactive approaches in addressing threats and crimes against individuals exercising their right to freedom of expression.

Recall that the murder of the Ukrainian journalist Georgy Gongadze took place in September 2000. The funeral of the murdered journalist took place on March 22, 2016 in Kiev. The perpetrators of the murder have not yet been identified.

In January 2016, the Kiev Court of Appeal upheld the life sentence of former Interior Ministry General Alexei Pukach for the murder of Gongadze, which was approved on January 9, 2013 by the Pechersk District Court in Kiev.

It was also reported that the Attorney General has no legal evidence that Ukraine’s second president, Leonid Kuchma, gave instructions to kill journalist Georgy Gongadze.
