The European Commission praised the updated NAPK

Opportunities for further development of NAPK were questioned by the decision of the Constitutional Court of Ukraine, the European Commission noted.

After the restart in 2020, the National Agency for the Prevention of Corruption of Ukraine (NAPK) has made progress in its work. This is stated in the annual report on the implementation of the Association Agreement between Ukraine and the EU, published on Wednesday 2 December on the EC website.

“After the restart, NAPK made progress in its work. For the electronic filing system to be effective, the Agency must ensure that the annual income and asset declarations of the officials are verified. NAPK had access to all records and bases of relevant data. The NAPK received more than 900 thousand declarations. Until the end of May, when the deadline for filing declarations was in 2020. The agency was in the process of creating a system to monitor the financing of political parties, “he says. The report.

The European Commission also noted that the possibilities for further development of NAPK were questioned by the decision of the Constitutional Court of Ukraine (CCU).

“However, on October 27, the Constitutional Court of Ukraine recognized the provisions of Ukraine’s anti-corruption legislation on the electronic filing system for officials and politicians, as well as the main powers of the NACC unconstitutional. Following the decision of the Constitutional Court , the Cabinet of Ministers issued an order on October 29 to restore some powers of the NACC, “stressed the European Commission.

The publication also highlighted the development of the anti-corruption strategy by NAPK, which the Verkhovna Rada should consider at second reading.

“In June, NAPK started the process of developing a new anti-corruption strategy for Ukraine for 2020-2024, for the implementation of which a state program will be created in the future; this strategy was approved by the Cabinet of Ministers in September and sent for consideration to the parliament, “says the report.

We will recall that earlier in the NAPC the new bill on liability for declarations was criticized. The rules in Dmitry Razumkov’s new bill will only help corrupt officials, the NAPK believes.
