Shmygal spoke about the 2021 budget
Denis Shmygal said how much the government allocated to major industries next year.
The Cabinet of Ministers submitted the draft state budget for 2021 to the Verkhovna Rada for consideration at the second reading. Prime Minister Denis Shmygal spoke about the main provisions of the document on Telegram on Wednesday, December 2.
Medicine. For 2021, expenditures worth 161 billion UAH are forecast, 30 billion more than in 2020 and almost 65 billion more than in 2019. Salaries of all doctors in 2021 will increase by 30%.
Education. Spending growth in 2021 will amount to almost UAH 30 billion, increasing teachers’ salaries by 26%. Support programs for the New School of Ukraine will also continue. Almost 300 educational institutions will be built and renovated in 2021.
Social sphere. Social benefits in 2021 will not be reduced. Pensions are expected to grow for all pensioners. At the same time, a decrease of 8 billion UAH in the financing of the Pension Fund from the budget will be offset by an increase in the Fund’s own income. This income will be provided, in particular, due to the increase in the minimum wage.
minimum salary It will grow to 6 thousand hryvnia from January 1. At the same time, an increase in the minimum wage to 6.5 thousand UAH will be postponed until December 1, 2021.
Fight against COVID-19. For NSZU, UAH 16 billion is provided. Hospitals will receive everything they need: oxygen, medicine, and personal protective equipment. Another 2.6 billion UAH is provided for vaccination against the coronavirus. The government is also in talks with international partners to obtain additional funds to purchase large quantities of the vaccine.
Taxes and budget deficit. Key tax rates such as ERUs, personal income tax, VAT, and military tax will remain unchanged. The growth of budget revenue by more than 100 billion UAH will be ensured mainly by restoring and shadowing the economy and eliminating tax and customs regimes.
Earlier, the NSZU said that the 2021 budget will not have enough money to fight COVID. Funds for the treatment of coronavirus patients, taking into account the dynamics of the incidence, will not be sufficient already in the second quarter of 2021, says NSZU.
In addition, the Ministry of Health said that the COVID vaccine was given five times less than necessary. The Health Ministry requested almost 300 billion hryvnia for medical care next year, but will receive almost half.
