The deputy head of the Office of the President Oleg Tatarov believes that it is necessary to hold a new competition for the post of head of the National Anti-Corruption Office of Ukraine.
Thus, he commented on the draft law, which is proposed to allow the current head of the department, Artem Sytnik, to perform functions until a new head is appointed, in an interview with the publication “Law and Business”.
“I would not like to evaluate the bill itself, as I do not determine state policy on this matter. Therefore, I can only express my own opinion on the situation around NABU,” Tatarov said.
He noted that recent sociological studies show that the level of trust in NABU is almost the lowest among all law enforcement agencies.
“NABU is not a history of Ukraine, which, unfortunately, is outside our country. Various legislative initiatives can be proposed, but the root of the problems in the state’s anti-corruption policy is precisely Artem Sytnik,” said the OP’s deputy chief.
According to Tatarov, Sytnik has no moral right to head the state’s anti-corruption department and must go.
The official recalled that the director of NABU was officially recognized as a corrupt official according to a judicial decision that entered into legal force. Sytnyk is also included in the Unified State Register of Persons who have committed corruption or crimes related to corruption. Furthermore, the Constitutional Court ruled that this official was illegally appointed to the position. Whether someone likes it or not, no one canceled this decision and it has the force of law, Tatarov said.
“Various criminal proceedings surrounding Sytnik are also being investigated. According to the court’s decision, investigators examined Sytnik’s emails and found that he influenced the decision-making of economic courts in the interest of his family and friends,” he said Tatarov.
He added that Sytnik also misled the commission it selected for the NABU director position, which did not meet integrity criteria.
“In particular, the investigators concluded that, while still a lawyer, he prepared draft court decisions, which were then announced word for word in court sessions. He also prepared and emailed the draft investigators and prosecutors procedural documents, which were then signed by them. This was officially documented by a court decision and is evidence in criminal proceedings. This case must be investigated and the public must be informed about its details, “Tatarov said.
“The combination of these factors, as well as the fight being waged from external sources of influence in order to maintain Sytniki’s position, discredits the law enforcement system. And this is already a matter of national security and state sovereignty. In my personal opinion, a new competition for the position of director of the institution should be held at NABU with exclusively Ukrainian interests in mind, ”the official summarized.
