The Ukrainian authorities can decide or not to introduce a lockdown in relation to the coronavirus after the third weekend of the “weekend quarantine” (28-29 November). This was stated by the deputy director of the office of the President of Ukraine, Kirill Tymoshenko, on the air of the BATSMAN program of the editor-in-chief of Internet publication GORDON Alesya Batsman.
“According to the confinement, everything is very simple. Now we have a” weekend quarantine “, it will be the third weekend. What are we trying to achieve with a” weekend quarantine “? In other places, people is filming how the hospitals are overcrowded, posting them on social media, not knowing that the neighboring hospital is half empty and now all the patients are being taken there. the situation and during this time to increase the number of beds in the first place with oxygen and other necessary equipment. ”The complete lockdown, which many are discussing, may or may not be, we will understand after spending the third weekend in the“ weekend quarantine ”. And we will make the appropriate decisions. Tymoshenko said.
He noted that local authorities are being consulted about a possible closure.
This decision is based mainly on the growth rate in the incidence and occupancy rate of the hospitals. Because the main task of the confinement is not only to close it and make people live worse. The main task is to break ties, so that in a given period people are less friends. we were in contact with another and there was less tolerance to COVID-19 among people. We can say that we will maintain a balance when making a decision. Because on the one hand – the economy, and on the other hand – the death of people. Economy is not just a word, this is the life of the people … Therefore, here it will be necessary to understand when to do this and how. If there is a closure, we will leave with a complete communication, and it will be in advance, “said the deputy chief of the PAC.
The quarantine in connection with the outbreak of coronavirus infection in Ukraine was introduced on March 12. On May 11, restrictions in the country were relaxed. May 20 Cabinet introduced adaptive quarantine call: Regional authorities have the right to independently weaken restrictive measures, provided that a number of criteria are met. Cabinet of November 11 canceled the adaptive quarantine and, until November 30, introduced the same restrictions throughout the country, typical of the “orange” zone. In Ukraine, they banned:
- there are more people in passenger transport than seats;
- work of catering establishments at night (from 10 pm to 7 am);
- hostels work (hotels can work);
- discos and catering establishments with leisure activities;
- gym work (if there is more than one person per 20 m² of area);
- the work in cinemas and theaters when more than 50% of the seats in the theater are occupied;
- Holding cultural, sporting and entertainment events, if more than 20 people participate in them (with the exception of some sporting events).
further due to the increase in the number of patients with COVID-19 The Cabinet of Ministers has decided to introduce a “weekend quarantine”. Health Minister Maxim Stepanov explained that we are talking about three weekends: 14–15, 21–22 and 28–29 November. According to him, the Ministry of Health would like to introduce a strict quarantine for three weeks, but the Ukrainian economy will not bear it.
“Weekend quarantine” states that from 00:00 on Saturday to 00:00 on Monday in Ukraine only grocery stores will operate, pharmacies, transportation, gas stations and veterinary pharmacies. Restaurants, cafes or other catering establishments will operate take out only. “The weekend quarantine” will “stop the wave of coronavirus disease,” said Stepanov.
Several cities immediately after the announcement of the decision refused to introduce the “weekend quarantine”. In particular, Lvov, Ivano-Frankivsk, Dnipro, Zhitomir, Cherkassy, Odessa, Lutsk and Ternopil opposed. City chiefs explained this by the fact that such quarantine measures are ineffective and fraught with negative consequences for the economy. Later, several cities changed their minds and agreed to the introduction of the quarantine.
On November 25, it became known that the Cabinet of Ministers and the Office of the President of Ukraine consider possible options for introducing a lock due to the spread of the incidence of COVID-19.
On November 26, Interior Minister Arsen Avakov called for a shutdown in Ukraine for three to four weeks as soon as possible. According to him, it is necessary to formulate in detail the compensation program, which was announced by the president.
