Russia and separatists refuse to accept Kiev’s plan for Donbass
For the first time, Russian negotiators announced their support for the separatist initiative.
Russia has refused to support Ukraine’s Donbas plan. At the same time, their representatives in the talks in the Trilateral Contact Group supported for the first time the plan of the separatists, reports the press service of the Ukrainian delegation to the TCG.
Reportedly, support for the action plan proposed by the separatists on Tuesday, November 24, at a meeting of the political subgroup, said Russian delegate Alexei Dmitrievsky.
“The Ukrainian delegation asked the Russian side to confirm this statement in writing before tomorrow’s TCG meeting at the general level. We are now awaiting your response,” the message reads.
Note that the Separatists’ plan for Donbass includes 15 points. They demand that the “document” be approved by the Verkhovna Rada.
In particular, the separatists are demanding that the president submit a draft amendment to the Constitution to secure certain areas of the Donetsk and Luhansk regions in it, which will function until 2050 with a special self-government. It will not be possible to make changes to this article without the opinion of the local population; It is proposed to hold the corresponding referendum no earlier than 2045 and no later than 2049.
Furthermore, the separatists are demanding local elections before the transfer of control over the border with Russia.
Furthermore, in today’s negotiations, the TCG was unable to get past the point on the issue of unlocking the work of the checkpoints in Donbass.
“The Russian side has adopted a dark position, which, in particular, international mediators point out to them,” the message says.
It is noted that the Russian representatives took the same “dark position” on the issue of the prisoner exchange.
