“The state budget is not in a position to cover all the expenses foreseen by the law for 2020. Two senior officials of the Cabinet of Ministers told the EP that as of November 20 the State Treasury Service (SCS) stopped financing all expenses, except those protected (salaries of public sector employees, pensions, social payments, payment of debts.- Ed.) The last requests of the main administrators of budget funds for unprotected expenses were attended by the SCS on 20 November 2019, in a similar step, through the transfer of budget funds and non-compliance with customs receipts, Minister Oleksiy Goncharuk left on December 17, “the article says.
