Increase in teacher salaries in Ukraine is postponed again. On November 23, the Cabinet of Ministers postponed Resolution No. 822, which significantly increases teachers’ salaries, for one more year, until January 1, 2022.
In addition, the resolution was stopped until December 31, 2021. That is, it will not be launched automatically from 2022. To do this, the government will have to make an appropriate decision.
Recall, according to Resolution No. 822, as of January 1, 2020, the official minimum wage of a teacher was supposed to increase to 3 living wages (more than 6 thousand hryvnias). This meant that teachers’ salaries would rise to 70%. So a young teacher who now receives around 5.4 thousand (salary plus 10% for the prestige of the work and 20% for reviewing notebooks) after the increase could count on 8.7 thousand hryvnia or more.
An experienced teacher, whose salary now, taking into account all assignments, is about 8.2 thousand, should have received more than 10.5 thousand. In addition, according to the plan, there were several more stages of salary review: annually from January 1, plus 0.5 living wages. As a result, the salary was supposed to reach the level of 4 living wages, as prescribed in the education law.
But even then it was obvious that there was no money for such budget increases. Therefore, despite massive protests from teachers, Honcharuk’s Cabinet of Ministers postponed the entry into force of Resolution No. 822 for one year, until January 1, 2021.
There is little more than a month left to date “H”. Before the elections, the authorities did not dare to have another postponement and introduced it after them.
Resolution No. 822 should now come into effect from 2022. However, if at that time the Cabinet will unlock it. And if not, the document can be buried.
“This was the expected decision of the government. It is necessary to be very naive to count on a significant increase in salaries, which was foreseen by the decree of the Cabinet of Ministers No. 822. In addition, a significant increase in salaries should not be expected in 2022-2023. If there are no financial resources in 2020 and 2021, then where will it appear from in 2022-2023, “says education lawyer Andrei Chernykh.

50 billion short
It should be noted that the postponement by Resolution No. 822 has been prepared for a long time. On November 17, in the government commission for the reintegration of temporarily occupied territories and social policy, projects for new legislative acts were considered, including the postponement of the entry into force of Resolution No. 822.
As noted in the teachers union, the united unions did not agree to a postponement for another year. According to the deputy director of the Federation of Trade Unions Alexander Shubin, such a decision does not comply with the legislation, in particular, the education law, according to which the Cabinet of Ministers is obliged to guarantee by 2023 a staggered annual increase in the official salary of teachers from the lowest qualification category to 4 living wages and a proportional increase for other categories … “Therefore, the government ignores the tasks established in the law” On education “, – said Shubin. The unions sent a protest the Ministry of Education and the secretariat of the Cabinet of Ministers, and hoped that it would be taken into account, which, apparently, did not happen.
Remember: to increase teachers’ salaries by decree No. 822, an additional 50 billion hryvnia was needed (39 billion from the state budget and 11 billion from the local).
It is interesting that literally until recently the Ministry of Education claimed that it was going to fight for teachers’ salaries.
“The Ministry of Education and Science is extremely interested in the promulgation of this particular decree (No. 822-Ed.), Since it not only complies with the norms of the legislation, but also increases social standards and state guarantees aimed at improving the standard of living of teachers ”, they pointed out. in the department in September.
But now the ministry’s rhetoric has changed dramatically.
“Note that the decision adopted on July 10, 2019 (the same resolution No. 822 – Ed.) And signed by the Prime Minister of Ukraine Volodymyr Grossman in the last days of his government’s activity was exclusively populist in nature and not the availability of funds in the budget was supported “, – said in the news published on the official website of the Ministry of Education.
But, in addition to Resolution No. 822, which was postponed until 2022, there is also the current education law. It says: until 2023, teachers should receive at least four living wages, and the average wages in the industry should reach the level of three minimum wages (even from next year – 18-19.5 thousand hryvnia).
It is not yet clear what will happen to this rule. Formally, there is still time. But it is not a fact that, if wages are not increased in stages, then in 2023 it will be realistic to meet the requirements of the law. In fact, according to the calculations of the relevant ministry, this requires about 300 billion UAH.
“Therefore, we should expect that in the law on the state budget for 2023 there will be a rule that this provision of the law on education will be implemented taking into account the financial resources of the state budget. There are such provisions with respect to other laws in the laws on the state budget-2019 and the state budget-2020. , these provisions are such that they do not comply with the Constitution of Ukraine (CCU Decision No. 10-rp / 2008 of May 22, 2008 that the law on the state budget cannot modify other laws, stop them or cancel them), but who is it? it stops, “says Andrey Chernykh.
How teachers will be paid
The main question is what will happen to teachers’ salaries next year. After all, as the director of the Kiev gymnasium №141 Yuriy Kinkov told “Strana”, the young master now gets almost the same as the technician – about 5 thousand hryvnias.
And only teachers with extensive experience and degrees, as well as a large study load (up to 27-29 lessons per week instead of the 18 stipulated by salary) can earn up to 16 thousand hryvnia.
“But the working day of such a teacher can last 12-14 hours, because you need not only teach the lessons, but also prepare for them, check the notebooks. If a lesson lasts 45 minutes, reviewing the notebooks may require 2 -3 hours. Private schools, tutoring, other professions. There is practically no influx of fresh blood – graduates of pedagogical universities receive diplomas and get jobs in other industries. A separate issue is the prestige of the pedagogical universities themselves. Other universities What level of education can we talk about. With the increase in salaries, the country fell behind 15 years. And if now we do not “catch up”, there will be a greater outflow of personnel, and in a few years there will be no one to teach not at all, “says Kinkov.
Most likely, teachers will still get a small increase in 2021.
“It is planned to increase the salaries of workers in the education sector by 30%. For the payment of salaries to teachers of general secondary education institutions, 102.5 billion UAH are provided, which is 21.2 thousand million UAH more than in 2020. Hopefully at least this figure will remain when the government presents the draft budget for 2021, ”says Chernykh.
In addition, as noted in the union, in October they agreed on a draft resolution of the Cabinet of Ministers, which provides for the application of an additional coefficient of 1.5 to teachers’ salaries. It is true that, simultaneously with the introduction of this norm, it is proposed to abolish a series of decrees of the Cabinet of Ministers on subsidies and surcharges for teachers. That is, the additional payments will simply be included in the salary, so the teachers’ salaries will increase by the same 30%. Also, except that the allowances were paid in full by no means everywhere; often, instead of additional payments of up to 30% of salary, only 10-15% were paid. Now teachers will get a 30% more guaranteed. That is, in fact, this is an increase, but not by a third, but by 10-15%. Those who have already received full subsidies will, in fact, remain on the same wages.
The unions calculated that such a budget increase in salaries would require an additional $ 34.6 billion.
The Ministry of Education assures that there will be increases in the salaries of teachers.
Since September 1 of this year, wages have already increased by 5.8%.
“The proposed state budget for 2021 indicates that the salaries of employees under the Unified Tariff will be increased twice: from January 1 to July 1. Starting in January 2021, the salaries of public sector employees, including education and science, will increase by 20%, and from July – by another 8.3%. This is a balanced and financially assured budget project. At the same time, the question of optimizing schools and reducing teachers remains open, to which the authorities signed in the Memorandum with the IMF. Some teachers may receive raises, while others may be out of work.
