In Ukraine, there is now a conflict between the mayors of large cities and the central government. The reason for this confrontation was both the “weekend quarantine” introduced the week before the previous one, as well as the redistribution of budget funds and the lack of normal communication.
This is stated in the RBC-Ukraine material “Measures against mayors. How the central government comes into conflict with the local one.”
According to the mayor of Lvov, Andriy Sadovy, the center still receives the reverse subsidy from the city every month, but does not give anything in return.
“If the state takes 591 million out of the city for no reason, then how can I organize the work of the city, if there is no money and tax revenues have fallen due to quarantine? Money is taken away, there is no authority, but in the meetings just tell you: okay, okay, we’ll figure it out. ” – said Sadovy.
He also criticizes the central government for the lack of predictability in decisions and forecasting of the situation in the country for several months, including in the fight against the coronavirus. According to Sadovy, there is still some kind of contact with the government, but not with the Presidency.
Furthermore, the mayor of Cherkasy Anatoly Bondarenko also complains about communication problems.
“The conference calls are good, but there was not a single word from a pro-kovid fund, not a word about assistance to the regions, except for a few meager funds. different regions, including those with quarantine and coronavirus, “he said.
At the same time, Bondarenko says that mayors are willing to support central government decisions, but on the condition that “they do not contradict common sense.” However, he predicts that conflicts will continue until the decentralization reform is finalized and a new law on service in local government is passed.
The Association of Cities of Ukraine (ASU) has already approached Volodymyr Zelenskyy several times with a request to stop the pressure on the local government. The ASU notes that the problems are related to the fact that the funds are taken from local authorities.
“All over the world local self-government is being helped, we have the opposite. The most important thing is that mayors do not ask the state for additional funds, they ask that they not take what is there. The business was in quarantine, but the Ministry of Finance does not listen to it. And mayors are ready to suggest where it is possible to save budgetary funds “, – said ASU executive director Alexander Slobozhan.
At the same time, he believes that there is no conflict between the local and central authorities, and the problems are associated with the lack of professionalism of individual middle managers.
Earlier, RBC-Ukraine wrote that the Interior Ministry would not force city leaders to strengthen the quarantine using illegal methods.
