The Armenian government will provide financial assistance to the residents of the Nagorno-Karabakh territories, which have come under the control of Azerbaijan. Reports the Telegram Armenia Today channel.
Registered citizens in the communities are entitled to a one-time aid in the amount of 300 thousand drams (about 46 thousand rubles). Payment can be received by those who have lived in these territories for at least the last three months before September 27.
It is specified that the money was collected and transferred to the Armenian government by the Hayastan All-Armenian Fund.
On November 19, the Russian Defense Ministry announced the number of refugees who returned to Nagorno-Karabakh with the help of Russian peacekeepers. According to the ministry, during the journey from the territory of Armenia the safe return of 1,199 civilians who had previously left their homes due to hostilities was ensured. More than 3,000 residents have returned since November 14.
In 1991, Nagorno-Karabakh, inhabited mainly by Armenians, declared its independence from Azerbaijan, which tried to return it by force. War broke out. In 1994, Azerbaijan, Armenia and the unrecognized Nagorno-Karabakh Republic (NKR) signed a truce, which was regularly violated.
Another aggravation of the conflict occurred on September 27, 2020. During the fighting, the Azerbaijani army occupied part of the territories, including the city of Shushi. On November 9, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev, and Armenian Prime Minister Nikol Pashinyan signed a joint declaration on a total cessation of hostilities. According to the document, the conflicting parties remained in their positions. Until December 1, three regions will be transferred under the control of Baku. Russian peacekeepers will operate in the region.
