Search the regional department of the State Emergency Service
Law enforcement officers have identified the systematic theft of fuel under the leadership of the regional department of the State Emergency Service.
Investigators from the State Investigations Office have identified new causes that could lead to a large-scale fire in the Lugansk region. The searches were carried out in the regional direction of the State Emergency Service, reported the RRG press service on Thursday, November 19.
During the search, the alleged instruments of the crime were found, as well as documents and other elements of probative value for the criminal process.
According to the investigation, one of the main reasons for the large-scale fires was the systematic theft of fuel under the leadership of the State Institution for Emergency Situations in the Lugansk region. The service department did not build up an adequate reserve of fuels and lubricants, so fire trucks were unable to rush to the scene of the fire.
With the help of devices for correcting the odometers of cars, manipulations were carried out systematically with the mileage of special equipment, as a result of which the actual mileage of cars was overestimated and fuel was stolen.
In addition, the investigation is studying the circumstances of the organization and activities of the Headquarters for the elimination of the consequences of the emergency, as well as the coordination of the actions of the forces involved in the extinction of the fires.
The pre-trial investigation in criminal proceedings is carried out due to official negligence, which had serious consequences (part 2 of Article 367 of the Criminal Code of Ukraine).
Recall that at the end of September in the Lugansk region, fires covered more than 20 thousand hectares. Aviation and a fire engine were involved in putting out the fire. The fires killed 11 people and injured 19 others. The fire was completely extinguished on October 8 alone.
