Members of the German Bundestag adopted a new version of the Infection Protection Act, which has sparked heated debate and protests in recent weeks. According to the document, for the first time parliament is given the right to declare an epidemic situation.
It is reported in the Die Welt edition.
The bill was proposed by the ruling coalition of Conservatives and Social Democrats. 415 popular deputies voted for him, 236 against, 8 abstained. Of the opposition, only the Greens supported him, and even then with great doubts. And the “Left”, the Free Democrats and the “Alternative for Germany” unanimously said no.
Now the document has been approved by the Bundesrat, the upper legislative chamber.
A fundamental innovation introduced by the law is the empowerment of the parliament to declare an epidemic situation on the basis of the global recommendations of the WHO or the indicators of the spread of the infection in the regions of Germany. Only this can now serve as the basis for certain restrictive measures.
These measures are detailed in the “quarantine directory”:
- mandatory mask mode;
- curfew;
- restrictions on contacts, meetings and travel;
- the closure of institutions and companies;
- ban mass events, parties and even worship.
These measures, which must now go through the approval procedure in parliament (until now, they were expressed by Chancellor Angela Merkel following the results of the meetings with the heads of state), can be introduced for a maximum of one month , but renovated when necessary. In order for citizens to understand why they are being presented, the federal government was forced to “periodically inform them orally about the development of the epidemic situation on a national scale.
As reported by “Strana”, thousands of people protested against the consideration of the document in the center of Berlin, about 200 people were arrested.
Furthermore, the Berlin police, for the first time in many years, used water cannons to prevent protesters from entering the Reichstag.
