In 2021, the State Highway Agency “Ukravtodor” plans to build and repair 6.8 thousand km of roads, rebuild 150 bridges, and also involve independent technical control for the construction of 2.5 thousand km of roads.
This was stated by the head of “Ukravtodor” Alexander Kubrakov at a press conference on Tuesday.
According to him, in 2020 the agency fully meets its obligations in open projects, in particular, of the 4,200 km of planned roads: 3,900 have already been put into operation, the “Large Construction” projects have touched each of the regions without exception.
The leaders in terms of the number of new and reconstructed roads are the regions of Kharkiv (261.6 km), Transcarpathian (248.3 km), Zaporozhye (220.2 km), Sumy (197.2 km), Khmelnytsky (194 , 3 km). Of the 100 artificial structures that were scheduled to be repaired in 2020, the works have been completed in 78, the rest will be completed by the end of the year. The reconstruction and construction of 10 new bypass roads around major cities and the repair of 20 existing ones are nearing completion.
Independent technical supervision works on 1,400 km of roads, which are being built by Ukravtodor contractors, mainly foreign supervisory structures from Austria, France, Poland and Turkey.
Kubrakov also pointed out that funding for road construction came from three sources: the road fund (28.2 billion UAH was funded with 38 billion UAH), funds from Ukraine’s victory in Stockholm Arbitration (26.7 billion UAH received 35 billion UAH), international funding organizations under government guarantees (UAH 15.2 billion UAH 19.3 billion planned).
The head of “Ukravtodor” noted that the agency has begun the implementation of a series of large-scale long-term projects that will become the basis for the development of the industry in the next 10 years.
In particular, we are talking about the construction of roads in the border regions (600 km of roads worth 12.6 billion UAH), pilot projects for the construction of cement-concrete roads (Kropyvnytskyi-Nikolaev, Dnipro-Reshetilovka), which will be further expanded throughout the country.
Among the large-scale infrastructure projects planned to be implemented in 2021 – 2025. – Kiev ring road at an estimated cost of 85 billion UAH, as well as the construction of a new bridge over the Dnieper in Kremenchug (12.5 billion UAH). UAH).
Kubrakov also recalled that the agency actively cooperates with international partners. In particular, in addition to a series of financial transactions, a memorandum was signed with the European Bank for Reconstruction and Development on the implementation of a comprehensive anti-corruption program at the Ukravtodor facilities, the bank’s consultants will verify corruption factors even at those facilities. that the EBRD does not finance.
Ukravtodor became the first state institution to introduce this approach. The agency has also introduced a number of other anti-corruption practices, such as tighter control over the prices of construction materials and the introduction of state expertise for all types of work.
Kubrakov also commented on the statement by former Finance Minister Igor Umansky about the alleged misuse of money from the COVID Fund for road construction due to ineffective spending of the funds.
In particular, according to the head of Ukravtodor, savings in tenders during the past year increased to an average of 7%, while in previous years it was a maximum of 6.5%. He also recalled that more than 20 companies have contracts worth more than 1 billion UAH, so the statements about the monopolization of the market by 6 companies are unfounded.
