The same six companies are constantly winning bids for expensive construction in Ukraine, said Igor Umansky, a former adviser to the president of the Office of the President of Ukraine.
The money from the fund to fight COVID-19, destined for the construction of roads, was appropriated by six companies that constantly win bids in the “Big Construction” program. This was stated by the former adviser to the president of the Office of the President of Ukraine, Igor Umansky, on his Facebook on November 13.
According to Umansky, since the beginning of the Big Build, changes have been initiated in the requirements for bidding documents.
“By a strange” coincidence “, only six companies meet the new requirements: the favorites of the” destination “or” cartel “, as their colleagues call them. Only they can win delicious bids. But if you look closely, these companies they don’t always build roads directly, but resell contracts with subcontractors at a 30-40% discount, “he writes.
According to Umansky’s calculations, these companies received around UAH 36 billion for all won tenders; this amount was additionally received by Ukraine from the fund to combat COVID-19 for Bolshoy Construction.
“That is, without these ‘playful pens’ it would be possible to build the same length of roads and (attention!) Not touch the covid bottom with ‘dirty hands’, depriving the sick and a sick economy of the resource. But there is a fact: the covid fund was artificially spent. disappeared. But did they appear anywhere? ”Said the former adviser to the OP chief.
In April 2020, the Verkhovna Rada amended the state budget, which approved the creation of a fund to combat coronavirus infection… Originally government offered to finance UAH 97.1 billion, but MPs did not support this idea, in the end a decision was made reduce the size of the background up to 64.7 billion UAH. Subsequently, the fund grew to 66 billion UAH.
The Verkhovna Rada of Ukraine in June allowed to allocate part of the fund for the construction of roads.
In general, for the construction of roads from this fund promised 35 billion UAH. By information Ministry of Finance of Ukraine, as of November 10, 61% of the funds provided for roads (20.6 billion UAH) was spent.
