According to Putin, the civilian population of Nagorno-Karabakh will need additional assistance. In this regard, he signed a decree on the creation of a humanitarian response center for Nagorno-Karabakh.

Putin also has international support for the work of the interdepartmental center of the Russian Federation on the situation in Nagorno-Karabakh.

The day before, Putin signed a decree on measures to maintain peace in Nagorno-Karabakh, regulating the issue of the deployment of Russian peacekeepers. The decree was signed on the basis of a November 9 joint statement by Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan.
