The head of the Security Service of Ukraine, Ivan Bakanov, criticized the bill on the reform of the SBU drawn up by the deputies, which implies a sharp reduction in the department’s staff. Details Bakanov recounted in an interview with Interfax-Ukraine, which was published on Friday, November 13.

Therefore, the bill, according to Bakanov, provides for a reduction in staff by 37%, from the current 27,000 employees to 17,000. The SBU is confident that this will damage the country’s defense capacity.

“A frontal reduction of up to 17 thousand people, that is, 10 thousand positions in 3 years, is proposed. I think this will greatly damage the defense capacity of the country. After all, our neighbors, the FSB of the Russian Federation and the KGB of Belarus, they have a total of 220 thousand employees. What kind of personnel will we oppose and will it be effective? “Said Bakanov.

He added that in this version, the SBU cannot even talk about outsourcing to remove auxiliary personnel from the service, as planned.

Bakanov explained that the bill proposes to include in the total number of SBU all the institutions and organizations that will remain in the management of the service. The head of the service believes that this is another hidden reduction mechanism that reduces the number of positions for operational staff.

Bakanov also said that at the beginning of work on the bill, they agreed on the basic principle that the reduction of SBU staff should occur.

Subsequently, we balance the necessary needs for State security and defense capabilities, compensatory mechanisms and reach “the optimal number” with a gradual reduction by 2027 to 20 thousand employees.

This figure, according to Bakanov, was based on analysis, calculations, International Advisory Group recommendations, and modern security realities.

Previously, it was planned that the reform of the SBU implies a reduction in staff from 27 thousand to 15 thousand people, a gradual transfer of the military from the SBU to the state of employees with special ranks, as well as a significant increase in salaries.

It was also reported that after the reform, the Security Service of Ukraine will be partially demilitarized and reduced.
