The amnesty law for war participants in Donbass, which will not include those guilty of serious crimes, will be adopted by the Verkhovna Rada after the elections and the formation of local authorities in these territories in accordance with Ukrainian law. The law will take into account the particularities of the region and world experience in these matters.
This was stated by the head of the Ukrainian delegation to the Trilateral Contact Group, Leonid Kravchuk, in an interview with TASS.
“When the local government is created after the elections in the uncontrolled territory, the Ukrainian parliament will also pass an amnesty law. Amnesty before the elections is not realistic,” he said.
To determine who qualifies for amnesty, Kravchuk allowed the creation of special commissions with the participation of local Donbass authorities.
“Each person will be considered separately, their guilt will have to be proven by law through a court. There can be no other. Innocent people should not suffer,” he said.
We will recall, earlier, that the Deputy Prime Minister and Minister for the Reintegration of Temporarily Occupied Territories, Alexei Reznikov, said that the amnesty would not apply to the people involved in the MH17 plane crash and war crimes during the Donbass war.
In addition, Reznikov previously said that the amnesty in Donbass would be introduced depending on the severity of the crimes. The question of the organization of the procedure itself remains uncertain.
