Ukraine proposes to completely end the conflict in Donbass and demilitarize CADLO by early 2021.

This was announced by the head of the Ukrainian delegation to the Trilateral Contact Group, Leonid Kravchuk.

According to him, Ukraine has prepared a Joint Steps Plan for the TCG. It contains a proposal for the complete end of the conflict and the demilitarization of certain areas of the Donetsk and Lugansk regions in early 2021 in order to create all the necessary conditions for the holding of local elections on March 31 of the same year.

«The first thing we propose is to end the necessarily armed conflict and carry out the complete demilitarization of CADLO. This is where it starts. That is to say, all armed formations, mercenaries, weapons must be withdrawn from this territory, the illegal armed formations must be dissolved. And you have to do it early 2021“, – explained Kravchuk in an interview with Interfax-Ukraine.

Border control

He added that after that, Ukraine should take control of the border and guarantee normal life in these territories.

Kiev will insist that OSCE supervisors must have secure access to the entire territory of Ukraine.

«We hope that both the Russian Federation and Germany and France will support our proposal. Because to monitor the border between Ukraine and Russia in the Donetsk and Luhansk regions, active work and constant information are needed, ”he added.

Ukraine will also demand full and unconditional access by international organizations, including the International Committee of the Red Cross, to all detainees. The head of the Ukrainian delegation to the TCG stressed that it would be important to clearly resolve the issue of the responsibility of the people who participated directly in the Donbass battles. It is also important to avoid the punishment of those who are not guilty of committing crimes.

«This should be done through the adoption by the Verkhovna Rada of Ukraine of the corresponding draft law, the text of which should be discussed in the TCG working group on political issues. We need questions of liability to be resolved in accordance with the law, in a balanced way, taking into account the situation in Donbass and taking into account the experience of other countries. Because there are criminals, there are people who came to kill for money; they should be held accountable, while others should live and work normally on their own Ukrainian land, ”he explained.

Local elections in Donbass

According to Kravchuk, no later than March 31, 2021 On the territory of ORDLO, local elections must be held in accordance with the Constitution and laws of Ukraine, and in accordance with the OSCE rules – the Copenhagen Document of 1990.

Ukraine will also propose the creation of a Free Economic Zone as part of the implementation of a special local self-government order in CADLO.

«Without it, it will be impossible to restore the economy there. And this Free Economic Zone, according to our vision, should work somewhere around 2050. Calculations show that this time it will allow the Donbass region to return to normal, ”Kravchuk said.

Normandy format meeting

The Ukrainian side would like to hold a meeting of the leaders of the Normandy format at the end of 2020.

And we certainly discussed the security conditions and the political conditions for local elections. To be clear and precise, it is said that local elections in CADLO are possible only under certain appropriate conditions, “Kravchuk said.

On November 5, Ukraine’s plan for the TCG will be sent to the special representative of the current head of the OSCE, Heidi Grau.

In February-March 2014, after the fall of President Viktor Yanukovych’s regime in Ukraine, Russia carried out a special operation to annex Crimea, instigated separatists in the Lugansk and Donetsk regions, and launched a direct military invasion in August. 2014 and February 2015.
