Tupitsky built his career in Donetsk. He was appointed a member of the Constitutional Court by former President Viktor Yanukovych.

In May 2013, Tupitsky was transferred to Kiev and appointed a judge of the Constitutional Court, and in September of the same year, according to journalists, his family acquired a four-room apartment with an area of ​​216.5 square meters in the residential complex of Novopecherskie Lipki elite in the center of Kiev. Soon, the judge’s family bought two more parking spaces there. The average cost per square meter in this residential complex in 2013 was $ 2,900, that is, an apartment the same size as Judge Tupitsky’s cost there more than $ 600,000. The property is reportedly assigned to the judge’s mother, Galina Tupitskaya.

Also, according to journalists, the family of the head of the Constitutional Court has a farm with a swimming pool near Kiev in Vasilkov. In August 2018, a house with an area of ​​211.4 square meters and land with a total area of ​​more than 23 acres was purchased and decorated by Tupitsky’s mother-in-law, Larisa Kolpachenko. The judge himself registered only 7.5 acres of land in Vasilkov, which he entered in the statement. At the same time, Tupitsky’s mother-in-law worked for a long time in a pharmacy in Donetsk.

In addition, in 2018, Tupitsky bought a piece of land in occupied Crimea, having drawn up a purchase agreement under Russian law, but did not reflect any information about it in his property and income statement.

Judge’s explanations

Tupitsky says he simply did not know how to fix the land and the house in the Crimea.

As for the farm near Kiev, according to the head of the Constitutional Court, his mother-in-law Larisa Kolpachenko sold an apartment in Donetsk and bought a house in Vasilkov. But in stating this, he was confused, and then said that he had bought the house, and on another occasion, that his mother-in-law had bought it. Tupitsky also said that he personally bought another 7 acres of land from the mother-in-law’s land to build a gym there.

In the end, Tupitsky said at all that his mother-in-law is now in Donetsk, despite the fact that his house is supposedly in Vasilkov.

Tupitsky himself said he was concerned for his own safety and believed that they wanted to pass on his suspicions and remove him from office.

Actions of deputies

The Rada is collecting signatures for an appeal before 11 judges of the Constitutional Court so that they voluntarily resign after upholding the decision on the unconstitutionality of some regulations on electronic declaration.

On the sidelines of the Rada, they say that supposedly 4 judges of the Constitutional Court are willing to resign voluntarily.

President Volodymyr Zelenskyy on November 2 called the voluntary resignation of the Constitutional Court judges the best way out of the constitutional crisis in Ukraine, although he had previously proposed to the parliament to dissolve the Constitutional Court and recognize its October 27 decision as invalid.

And more than 100 deputies, led by the president of the Verkhovna Rada Dmitry Razumkov, registered the draft law “On the renewal of certain provisions of the law” On the prevention of corruption “and the Criminal Code of Ukraine. Not spoken of the dismissal of judges from the Constitutional Court in a manner not provided for by law, but only restores the rules on the operation of electronic statements, canceled by the Constitutional Court.
