The Verkhovna Rada of Ukraine adopted as a basis a bill to improve the legal regulation of telework.

Bill No. 4051 in first reading was supported by 311 popular deputies.

The bill provides for the separation of the concepts of teleworking and home work, and also introduces the concept of flexible working hours.

The bill proposes to give an employee the opportunity to combine telecommuting and regular work at the workplace.

The deputies also propose to impose on the owner or the authorized body the obligation to guarantee safe working conditions and provide the right of the employer to receive information about the place of residence or another place where the employee of his choice will perform his work functions when entering into a contract from work to remote or home work.

The employee must be familiar in writing or through electronic document management with the internal labor regulations, the collective agreement, the employer’s local regulations, notifications and other documents. In addition, the bill proposes to allow remote familiarization of an employee with labor protection requirements, in particular, through video communication.
