Blockade: what is it and can it be introduced into Ukraine

The situation with the spread of the coronavirus is getting worse in the world. In Europe, the COVID-19 outbreak has already prompted several countries to reintroduce lockdowns to contain the spread of the infection. Could such a scenario be expected in Ukraine? Later in the material.

What is blocking

The blockade is a severe form of quarantine that restricts free movement within and outside the country. With a lockdown, only organizations that provide basic needs and services can function normally, Channel 24 writes.

On the subject, Stepanov called for new conditions for the introduction of a strict quarantine in Ukraine.

Yes, a blockade can include the closure of the country’s borders, the introduction of a curfew, the abolition of international and intercity transport links, the closure of educational institutions, catering or entertainment establishments, and the like.

In Ukraine, due to COVID-19, a lockdown has already been introduced. It lasted from mid-March to May. Later, the authorities imposed a strict quarantine to prepare the health system for the influx of patients with coronavirus. However, since May, the restrictions began to weaken and, subsequently, the government introduced adaptive quarantine on the territory of the state, which continues.

The Ministry of Health constantly repeats its effectiveness. Yes, the head of the department Maksim Stepanov even recently compared the situation in Ukraine with what is happening in Europe. He also said that in Ukraine the reintroduction of the blockade will be delayed until the last.

Will Ukraine introduce the blockade?

Both the president and the leadership of the Ministry of Health have repeatedly raised this issue. In their statements, each time they mention different conditions under which strict quarantine can return to Ukraine.

At first, President Volodymyr Zelensky suggested the introduction of a strict quarantine, provided that the daily increase in patients rises to 9,500 people. However, after a few days he changed his mind and said: a confinement is possible with 15 thousand patients a day.

After that, Maxim Stepanov promised to clarify the situation.

The minister spoke about 4 levels of danger of coronavirus and suggested that a red quarantine zone could be introduced throughout the state in case of a daily increase in patients of 15 thousand people.

However, Stepanov’s new statement raised this bar again. The minister said that the closure in Ukraine will take effect when 20 thousand patients a day are registered in Ukraine.

If we reach the figure of 20 thousand per day, we will have 100% occupancy of beds together with mobile hospitals,
– said Stepanov.

In fact, it all depends on the situation of the beds and their occupation. With an increase in the daily growth of patients, the number of complex COVID-19 cases in which patients must be hospitalized is also increasing.

In Ukraine, there are 52 thousand places reserved for COVID-19 patients. If they are 100% full, doctors will choose who to provide medical care to in hospital conditions (coronavirus danger level 4).

Meanwhile, a temporary hospital has been deployed at the Sports Palace, – Lyashko

As of November 1, 67% of hospital beds for coronavirus patients are already occupied in Ukraine.

And what about Europe

More and more countries are introducing a second blockade in Europe. For example, the following countries have already decided to introduce a partial block:

Most of these countries have intensified quarantine measures for a month from November 2, the rest will introduce a blockade from November 5. Quarantines will be less strict than in the spring, however, still quite strict.

Most of the countries listed above have restricted restaurants, bars, entertainment venues, and shops. In public places, meeting in companies of more than 10 people was prohibited.

Gyms, swimming pools, massage and beauty studios, and tattoo parlors won’t be open until December. Hotels were prohibited from receiving tourists. Schoolchildren and students in many of these countries were transferred to distance education. But in Greece, they even introduced a night curfew.

Citizens often react to the new bans with protests (this was the case in Italy and Spain – channel 24). However, the governments of the countries do not pay attention to the discontent of the people, because we are talking about overcoming the pandemic and saving lives.
