The Council of the National Bank of Ukraine believes that the Ukrainian media is distributing materials “intended to increase uncertainty in society regarding the tasks and powers of the NBU Council.”
The Council of the National Bank of Ukraine announced the ordered publications in the media, which are aimed at unbalancing the work of the regulator. This is stated in a statement from NBU, provided to “Interfax-Ukraine” by a member of the NBU Council Vitaly Shapran.
“Recently, information materials have been actively disseminated in the media aimed at increasing uncertainty in society about the tasks and powers of the NBU Council. The NBU Council observes the personalized nature of these publications, which are coordinated from a center and aim to unbalance the work of the council, “says the message.
The purpose of the publications, according to council representatives, is “to increase pressure on the independence and impartiality of the National Bank’s policy.”
“We ask that you comply with the requirements of the law and refrain from destructive and politically motivated comments to both the NBU Council and the NBU as a whole,” the statement sums up.
On October 2, the NBU Council rebuked and expressed mistrust PFirst Vice President of the NBU Ekaterina Rozhkova and deputy director of the NBU Dmitry Sologub… The reason for this decision at the NBU was called “violation of NBU regulations, NBU employee code of ethics, internal regulations for NBU employees, violation of Labor Code requirements.” According to Interfax-Ukraine, Shevchenko voted in favor of this decision.
Rozhkova said communication between her and Sologub with the media could be the reason for the reprimand. “Nothing seditious was said that was against the “general party line.” We said that the independence of the NBU is about collegiality. That the new team needs a little time to work together. And things like that. Don’t you think that in 2020 they can be reprimanded for communicating with the media? Nor did he fully believe that censorship had reached the walls of the National Bank. But why be surprised if the decision was made “blatantly at night with an ax“- she said.
Sologub called the announcement a reprimand and mistrust of him and Rozhkova as savage. In an interview with “Interfax-Ukraine” published on September 24, he said that Kiev missed the chance to get two tranche of the IMF before the end of the year, so you should try to get one.
Commenting on the reprimands from Rozhkova and Sologub, the head of the NBU council, Bohdan Danylyshyn, said that “some are trying to impose personal views on society.”
Board member Vitaly Shapran called the NBU board’s actions “pedagogical” and said that the censorship announcement and reprimand does not mean the dismissal of Rozhkova and Sologub. “If they change, they seek our voices, they work, they come to us, they explain their position to us, for example, anything is possible in the future,” Shapran said.
The IMF reacted to the reprimand of Rozhkova and Sologub. The Fund’s Permanent Representative in Ukraine, Josta Lyngman, recalled that the criteria for managing the National Bank of Ukraine were developed in consultation with IMF specialists, and urged adherence to them.
According to Shevchenko, Rozhkova and Sologub were reprimanded for violating the communications policy.
