Traditionally, turnout in local elections in Ukraine is lower than in parliamentary or presidential elections, although in reality it should be the other way around, because we elect the people who will directly decide our fate. But we know these candidates very poorly. And most likely, in many cases, the so-called “Party identification. “We like this party, so we vote for this party. And then if we talk about the candidate, we may not even know him and we don’t put Check mark. Namely, this indicates a low awareness of Ukrainians about the campaign at the local level. We watch talk shows, political scandals, they usually unfold nationally, but we pay less attention to local politics. But it should be the other way around.

Speaking specifically of this campaign, two factors played a role.

The first objective factor is the coronavirus epidemic. People have dispersed, some – to the country house, away from the cities – breeding ground for infection. Someone was afraid to go to the polls. Although, as always, the older generation remained active, donning masks and going to the polls in a disciplined manner. But this factor still influenced participation.

Second and main factor Is it the disappointment of people in politics? compared to the euphoria and green wave of 2019. This significantly reduced voter turnout.

An active minority should decide in the elections

But the issue of low voter turnout should not be dramatized. An active minority should decide in the elections. If a person does not want to solve their problems, does not want to go to vote, this is bad, but this is the person’s choice. Then those who go to the elections will choose the government. Although in conditions of low participation the price of each vote grows, every ten, every hundred votes are important.

Voting for The chapters of the current city are a pretty predictable trend. The correlation of local forces was also affected by the coronavirus epidemic, because the central government resorted to a lockdown from the beginning. Obviously, then they went too far. And the local mayors and the current local authorities played with this. By the way, they were more forced to take responsibility in a pandemic. And this led people to say that:

a) combat the epidemic more effectively than the central government;

b) better take into account the interests of local communities. Because the central government decides to block the economy, without counting the corresponding consequences.

In other words, mayors have become heroes. And when the time really came for decisive action, the central authorities were unable to take them, fearing to undermine their positions in the confrontation with the local authorities. As a result, it turned out that it was the local government that found itself in the role of advocates for ordinary citizens and local communities from the central government. Even though is not always like that. And given the results obtained by the Servant of the People party, the possibilities of the central government will remain limited even after the elections.

On the eve of the elections, sociologists preferred to give “Average room temperature “due to the popularity of the holidays. This is useful for tracking trends, but does not take into account the actual situation on the ground.

Now the local elite parties have shown their strength. And we saw the successes of hateful people like Gennady Kernes in Kharkov and Gennady Trukhanov in Odessa. On the other hand, there are successes in the Volodymyr Groisman party in Vinnitsa, Boris Filatov and the Proposition party in Dnipro, Vadim Boychenko in Mariupol. In other words, the situation in each area is very different. Local elections give us a mosaic picture, it will not be the same for all of Ukraine.

And, on the one hand, that is good, because the tendency to monopoly of power, which was at the central level after 2019, is recovering. On the other hand, it may lead to some kind of local federalization.

It is important to note that since more than 10,000 communities in the elections were held on a party basis, this led to the fact that most councils will not have a dominant force and situational alliances will emerge. Power alone cannot monopolize power.

Zelenskiy polls accompanying local elections are not representative… But how is this going to be presented to Zelensky? Now even opposition television channels report that the questions have gained 70-80% support, with the exception of the free economic zone. (FEZ) in the Donbass. There the opinion was divided: 46% to 46%. I think Zelenskiy says: look, my questions are backed up to a great advantage. But here it is extremely important to note that this poll was not representative neither in Ukraine as a whole, nor even for those who decided to vote in local elections, because a significant part of the people boycotted it.

It is also important to pay attention to the number of people who participated in this survey. Why was the data released that two-thirds of those who went to the polls participated in the survey? In fact, if we analyze the group numbers Classification, that’s 46%. And now, taking into account the 37% share, we get the figure up to 17% of Ukrainians. What is this representativeness? Usually this is not serious.

It was a spectacle and, unfortunately, it really distracted the Ukrainians’ attention from the real election: “and for whom should we vote?” This survey showed once again that the authorities care about “French fries”, and not on the essence. It didn’t really help the People’s Servants, but Zelenskiy and his team will put a good face on a bad game. What will we see next? We will also be manipulated. I think the president will speak again about how his questions were supported. My concern is when politics is not about real problems and the drive to solve them. Listen, you can discuss the FEZ in Donbass and the reduction in the number of MPs, I do not see any problem with cannabis at all, if for medical reasons it is necessary, propose it in parliament and accept it. But don’t make it into a show!
