OSCE observers attended the last local elections in Ukraine
The updated Electoral Code is inclusive, but politicized in some respects and does not take into account all the OSCE recommendations.
The deputies of the Verkhovna Rada made major changes to the Electoral Code shortly before local elections, contrary to international practice. This was announced on Monday, October 26, by the head of the OSCE observation mission, Inhibjerg Solrun Gisladottir, the Interfax-Ukraine news agency reported.
Changes to the Election Code helped eliminate some of the inconsistencies in it, he said.
“But they also contained changes to the state electoral system, which were adopted immediately before the elections, which contradicts the general best practices in the world,” said the OSCE head of mission.
According to her, the updated Electoral Code is inclusive, but politicized at times and does not take into account all the OSCE recommendations.
One of the positive changes in Ukraine’s electoral legislation, called for the simplification of voter registration, as well as changing the electoral direction, as previously recommended by the OSCE.
“At the same time, only 100,000 voters this time were able to take advantage of this opportunity,” Gisladottir said.
He also referred to the positive aspects of the new Electoral Code such as the gender quota for the lists of candidates for deputies.
As previously reported, in the last local elections, voter turnout was 36.88%, according to the Central Electoral Commission. Received ballots and voted 10,556,621 voters.
