Another Palchevsky passport, but with a different serial number, was declared invalid on August 13, 2010. His employer received it in 2004, but then lost it.

Palchevsky was born in Kiev. Graduated from the Moscow Military Institute of Foreign Languages. In 1983-1991 he served in the armed forces of the USSR, in particular as a translator in Laos (Laos speaking). After the collapse of the USSR, he remained in Russia, where he received citizenship. In 1995, he ran for the State Duma of the Russian Federation. In the mid-2000s he moved to Ukraine, where he founded the Eurolab clinic.
