Health Minister Maxim Stepanov spoke in the Verkhovna Rada about the strategy to combat the coronavirus, and Ukraine continues to beat Covid: anti-records.
There is a new anti-coronavirus registration in Ukraine. During October 20, COVID-19 was diagnosed in 6,719 people, there were also more deaths than before: 141, 2,686 people recovered, 1,009 people were hospitalized.
At the same time, Health Minister Maxim Stepanov believes that Ukraine has implemented one of the best forms of adaptive quarantine in Europe.

Testing and oxygen
At a meeting on October 20, the Verkhovna Rada created a National Headquarters to Counter Biological Threats, in particular the coronavirus, headed by President Volodymyr Zelensky himself.
The resolution, voted on by parliament, also refers to mass testing of Ukrainians, the creation of mobile teams to combat the coronavirus and an increase in the capacity of laboratories.
The document also foresees the development of a series of typical projects for the construction / conversion of medical institutions into specialized hospitals for the treatment of coronavirus.
1.5 billion hryvnia from the Fund to Fight COVID-19 will be earmarked for the purchase of new rapid tests to detect coronavirus disease. In total, the Ministry of Health plans to purchase 1 million copies of the tests per month. These tests will be performed by family doctors, mobile teams, and hospitals.
In addition, the Ministry of Health announced an increase in polymerase chain reaction tests. “By mid-November, we will provide 50,000 tests per day. And by the end of the year, 75,000 PCR tests per day,” said Health Minister Maxim Stepanov.
Stepanov also promises that by the end of 2020, 80% of beds in medical institutions will receive oxygen. And the number of beds for the treatment of patients with coronavirus disease should grow to 52 thousand.
Worst of cases
It is planned to deploy temporary covid hospitals outside medical institutions in Ukraine with an approximate daily number of COVID-19 patients at the level of 11-15 thousand or with a sharp jump in the disease in a certain city or region.
Stepanov said that if around 20,000 cases of the coronavirus disease are confirmed per day in Ukraine, doctors will decide who to treat and who not.
The Ministry of Health has developed a plan that defines an algorithm of actions for 4 levels of danger, according to the number of patients and the workload of doctors:
The first level is 5-7 thousand patients per day. The Ministry of Health can bear such a burden.
The second level is 8-10 thousand patients per day. At the same time, the filling of beds for the COVID-19 patient fund will be 70%. According to Stepanov, Ukraine may be at this level in the coming weeks. Ukraine will then increase the number of patient beds to 52 thousand, deploy hospitals outside health care institutions, increase the number of doctors by attracting workers from other departments and conclude contracts.
The third level is from 11 to 15 thousand patients per day. Bed occupancy in the country is at least 85%. A strict quarantine will be introduced. All health workers are mobilized. Field hospitals will work.
The fourth level – 20 thousand patients per day – the resources of the health system are exhausted.
“The fourth level is when the resources of the health system are exhausted, when the daily number of cases will be about 20,000 patients per day. Here we will have to introduce the activation of the triage protocol with the priority of providing medical care,” explained Stepanov .
Situation in society
In Kiev, in two days, two people committed suicide in medical institutions where they were treated for the coronavirus disease.
The victims were a 60-year-old woman and a 68-year-old man. Woman: On the morning of October 19, she jumped out of the fourth floor window of the infectious diseases department of Alexander Hospital. On October 20, a man also jumped out of the fourth floor window of the city’s No. 8 clinical hospital in the capital’s Obolonsky district.
A month ago, at the No. 4 Clinical Hospital of the city of Kiev, two men who were sick with coronavirus committed suicide by jumping out of a window.
At the same time, according to the Ministry of Justice, more than 100,000 couples managed to get married in the seven months of quarantine in Ukraine. During this period, some 16,000 couples separated.
