Heating season: Kambin adopted a decree for stable gas supply

The debts of the gas cogeneration plant for electricity production will not affect the heating season

The Council of Ministers has modified the Regulations on the imposition of special duties on matters of the natural gas market. The resolution divides the CHPP’s debts with Naftogaz for the gas consumed for the production of heat and electricity.

The corresponding decision was made at a government meeting on October 21, 2020.

The resolution was adopted with review in two days.

At the same time, Finance Minister Sergei Marchenko expressed his disagreement with the main point of the resolution. According to him, “this will lead to a decrease in the level of payments for natural gas for electricity production and will become the reason why NJSC Naftogaz of Ukraine appeals to compensation of costs from the state budget.”

According to the decree, the calculation indicators of the CHPP for gas for heat and electricity production of NJSC Naftogaz of Ukraine will be calculated separately.

As noted in the explanatory note to the draft resolution, current regulations do not give Naftogaz the opportunity to set gas limits and jeopardize the heating season in certain cities.

The document states that according to information from NJSC Naftogaz of Ukraine, of 30 TPP companies and 5 generating companies to which Naftogaz supplied natural gas for electricity generation, 25 have significant debts.

At the same time, in the city of Belaya Tserkov, in the Kiev region, for example, there was a risk that 60 thousand city dwellers would be left without heating during the winter. PJSC “Belotserkovskaya Thermal Power Plant” for the first time completely stopped the production of electricity and heat. If work is not resumed in the near future, there is a risk that nearly a quarter of the city will be left without heat, the document says.

The reason for the closure is the multibillion-dollar debt of the company itself, as well as a large debt to the “Belotserkovskaya CHPP” for the energy consumed (513 million UAH). However, the debt of PJSC “Bila Tserkva Thermal Power Plant” for the natural gas consumed for the production of thermal energy is only 2.3 million UAH.

“The output may be the division of responsibilities in terms of payment for the gas used for the production of electricity and heat. This will allow Belotserkovskaya CHPP to have gas limits that will guarantee a stable heating season for the population,” says the explanatory note of the project.

According to the decree, Naftogaz is entitled to supply gas if, as of the 23rd day of the month prior to the month of delivery, the calculation level of the heat producer used for heat production is at least 90%, and for the producer of heat whose property management carried out by the State Property Fund and that uses natural gas for the production of heat and electricity, not less than 60%

As RBC-Ukraine reported, Naftogaz increased gas prices for heat producers by 45% in September 2020.

As a reminder, the government decree on the imposition of special obligations in the gas market (PSO) to Naftogaz as of August 1, 2020, stopped operating in terms of gas supply for the needs of the population.
