Since then, bureaucratic clans have formed in Ukraine, using their administrative resources for the illegal privatization of land, Leshchenko notes. Since 2010, these lands have been registered as “personal peasant economy lands”. According to this wording, the land was not included in the moratorium, it could be freely sold.
