Our team has long developed and registered Bill No. 2070 on the creation of a” free zone “in the territories controlled by Ukraine in the Lugansk and Donetsk regions to develop and stimulate business of the mono-majority and the government, and before the elections, this is Zelensky’s question number 2, ”he said.



On September 5, 2019, bill no. 2070 “On amendments to the Tax Code (on restoring the attractiveness of the territory of the Lugansk and Donetsk regions for business activity through the temporary introduction of tax incentives)” in the Verkhovna Rada. On September 10 of the same year, the project was sent to the profiling committee for review. The document has not yet been reviewed by the committee.

On October 13, Zelenskiy said that on local election day, Ukrainians will be asked to answer “five important questions.” He did not specify what citizens would be asked about and how the survey would be conducted. The Central Electoral Commission reported that they are not preparing the survey. The president’s office stressed that the results of the survey will have no legal consequences.

  • Do you support the creation of a free economic zone in Donbas?
  • Do you support reducing the number of popular deputies to 300?
  • Do you support the legalization of cannabis for medical purposes, to reduce pain in critically ill patients?
  • Do you support Ukraine’s right to use the security guarantees defined by the Budapest Memorandum to restore its state sovereignty and territorial integrity?
