Zelensky signed a law on the independence of the budgets of territorial communities on October 12

On Monday, October 12, the President of Ukraine, Volodymyr Zelenskyy, signed a law on the independence of the budgets of territorial communities. The document will enter into force in January 2021.

This was reported by the press service of the Presidency.

The law unifies the definitions of the term “local government budgets”.

The law also provides:

  • differentiation of income and expenses between the budgets of districts and territorial communities;
  • establishment of the composition of income and expenses of the budgets of territorial communities in volumes assigned to the budgets of cities of regional importance and united territorial communities;
  • establishment of equal conditions for rural, colonial and urban territorial communities in budget provision.

It is noted that the corresponding changes in the Budget Code are due to the fact that on April 16, the Verkhovna Rada passed a law “On Amendments to Certain Laws of Ukraine Relating to the Determination of Territories and Administrative Centers of Territorial Communities”, and on July 17, the Verkhovna Rada adopted a resolution “On the formation and liquidation of regions”.

“The new administrative-territorial structure of the base and district levels needed appropriate changes in the legal framework for the functioning of the budget system of Ukraine,” says the message.

We recall that Parliament approved the corresponding bill on September 17. 287 deputies voted in favor of the document.

Furthermore, on July 17, the Verkhovna Rada approved as a basis and as a whole the resolution of the Cabinet of Ministers, which liquidates the old districts and creates new ones.
