Ukraine and Poland agreed to solve the problem of national minority schools in a separate agreement

In Poland, concern was expressed regarding Ukraine’s law “on education”. According to a joint statement by the presidents of the two countries, Volodymyr Zelenskyy and Andrzej Duda, the operation of the schools for the Polish minority in Ukraine and the Ukrainian minority in Poland will be regulated by an intergovernmental agreement.

The operation of Polish schools in Ukraine and Ukrainian schools in Poland will be regulated by an independent intergovernmental agreement. This is stated in a joint statement by the President of Ukraine, Volodymyr Zelenskyy, and the President of Poland, Andrzej Duda, after the talks that took place on October 12 in Kiev. We reaffirm the importance of protecting the rights of national minorities in Ukraine and the Republic of Poland, in particular in the field of education, in accordance with international obligations and bilateral agreements. The principles of the functioning of the schools of the Polish minority in Ukraine and the schools of the Ukrainian minority in Poland will be regulated by an agreement between our governments separately, “said the presidents.

On September 5, 2017, the Verkhovna Rada of Ukraine passed in second reading and in general the law “On education”. The document, in particular, expands the use of the Ukrainian language in teaching.

Hungary, Romania, Moldova and Poland expressed concerns about the “language” clause of the law. Warsaw warned Ukraine against violation of international obligations.
